the tvs on blackout do effect the achievement. that's why lots of people following this guide didn't get it. i followed your guide and it didn't work like 5 times. i got that one tv on blackout then went to charlie don't surf and it got me the achievement. so ya..

You missed about three hard to spot ones.. For example in the room near the end, with a dragunov and an rpg, the one where you can shoot loads of enemys out the window, there is one facing away behind you!! Not a great guide.
