Since public opinion matters so little in your opinion, why have a democracy to begin with?? The people aren't exactly "privy" to the true personalities and capabilities of the elected officials either. Why let them decide who will lead them in the first place?
He has a point however. Should public opinion be directly translated into policy? There's data out there showing the American public as an ignorant bunch (over 1/4th of people not even knowing who fidel castro is, infinite more examples).

Chomsky is irritating. He always argues that the US should follow what the US people want. e.g. talking with Iran.
The US people are not privy to the information that Obama, Bush etc. are.
