Every country has poor people, sure China has some poor people here and there but hell the Chinese civil war ended 1949 making it a bit of a new country. And lets not forget that inside that defense budget, is the money that the military spends paying, supplying, and sustaining aid programs like the disaster relief for the tsunami's that happened in South East Asia a few years ago, the Earthquakes in Japan and Haiti.
