Light is said to be arrogant, but isn't "assertive" or "rude" enough to use ore.

...does that make sense? I can't think of any example of a female using ore. I'm not sure how that'd be understood, either.

Nonetheless, I believe L uses "watashi" partially to be "neutral" but also probably to imply that he is not Japanese, since foreigners are taught to use "watashi" for those reasons.

The best way I can explain is that "watashi" is not a "loaded" word. This is why it's considered formally appropriate. "Boku" isn't necessarily "male specific", but implies a mild amount of assertiveness. Females occasionally use boku, but given their gender role it gives off certain (sometimes negative) connotations. "Ore" is a "very assertive" word, I believe implying that the speaker is arrogant or at least extremely confident in himself.

@FullmetalSama You are right that "俺(Ore)" is only used by male and "僕(Boku)" is generally only used by male, but "私(Watashi)" is for both female and male. For female there is "あたし(Atashi)". Which is generally used by female. So you can use "私(Watashi)" as a boy or a girl. "私(Watashi)" is also most commonly used when you say "I am something" or something similiar.　私わＳｚｈｉｎｊｉです。(Watashi wa Szhinji desu.)
