The way I see the timeline of Naruto, like it takes place in modern times. Just kinda with ninjas you know? Cuz in the Chunin exams in the tower they go to at the end of the Forest of Death there are video cameras. So I think it's more they have the technology, they just don't use it. Like they rely more on people then weapons and such.
