The cat in the video (on the computer screen, "mean" kitty) isn't a mean cat, it's being abused by its owner. When a cat is scared, it reacts that way. So what does that owner do? Gets even more in its face with the camera.

Apparently adult cats will not react to this sort of thing because they rely quite heavily on their sense of smell. As far as they are concerned, unless it smells like a cat it's not a cat.

Kittens rely more on vision, that's why kittens will jump at reflections of themselves in mirrors or images on a computer screen or television. They grow out of this as they each adulthood.

Skipper can obviously hear what is going on but will not react other than point an ear towards the noise.
