I don't think they did. Apparently a boat had noticed an unusual wave near the epicenter of the earthquake, which caused the tsunami, but the boat could not radio it in as it apparently had a malfunctioned radio...from what I understand anyways.

So nobody in the countries that got hit had any idea this was going to happen.
