I also have been rewatching season 4 since I wrote that comment, from start to finish. When I got to this part in the season, I also thought that Tony shouldn't do it, seemed kind of drastic. He was asking for 25% of Tony's esplanade project, which was Tony and Johnny's biggest and only real money maker at the time. Even Johnny thought 25% was too much. When Tony refused, Carmine shut the project down, costing everyone millions a day. Carmine had other money coming in, but no else did.
