@mattmopar440 probably because they don't really have air conditioning, ice, and aren't used to it.... lol I used to live in Texas and it would usually get 110-125 degrees F (43-51 C) in the summer. Now I live in Switzerland and it gets to about 100 on the hottest day, but its very uncomfortable because there's no way to cool off other than jumping in a pool or taking a cold shower. Probably the reason I can survive it is because I'm used to the extremely hot temperatures lol
Well constructing buildings on stilts in response to flooding is not a new idea. It is used extensively in Miami Beach and the rest of coastal Florida- in most cases it is required by law and has been for decades.
