The Dev commentary states that they were aware you could skip the entire chamber, but since this solution arguably took more skill than solving the test proper, they decided to let the 'ninja' solution stand.

how the hell do you time and aim the second blue portal right? Doesn't that take a ton of tries until you get lucky? Cause at normal speed on a choppy computer (based on this vid) you can't even see the frame at which you fire the second blue portal
