My pug (Daisy) does that to my chihuahua (Coco) sometimes. Even though Coco's The dominant one, there's a limit to how much my pug will put up with. It's sort of important to let dogs work this sort of thing out themselves, just so long as you have some "Ground Rules" and don't let things get out of hand.
