i did the same thing you did 22 years ago in Lake St. Clair Michigan side. they built a marina in a marsh area,but what they distroyed they had to rebuild in another area close by. they blocked off the canal and drained it. i was in charge of keeping the pumps screens clean of fish. i saved thousands of fish and maybe hundreds of turtles. so i know exactly what you went through.

imagine how many turtles tried crossing a road from this or crossing to the other pond and got ran over by a car or worker in a tractor

u should really contact the city. or animal shelter as that would be abuse or endangerment to the turtles.
me personally would cut the fence every 20 feet or so.
