A tie does not go to the runner. First off, there is no such thing as a tie. Secondly, if you actually read the rule as written, it clearly states that the runner must beat the throw to the bag. So based on that, that means that if there really was a tie, the runner did not beat the throw. So that would be an out. Just so you all know, those that believe that a tie goes to the runner. This is a myth.
