Obviously speeded up for effect. This was filmed in Manchester city centre, I know where it is since it made local headlines. I think the poles rely on laser emmition and detection, or infra red like those found on automatic doors. The poles retract once the light is detected by the sensor, so once the access vehicle has passed the poles, the line of light is restored and the poles go up. Designers think through this, but obviously not the drivers!!!

If the bars only are supposed to let buses through, perhaps a sign or something warning drivers of the poles, or a VISIBLE gate (like at train crossings) might make more sense than invisible poles. The poles are just stupid, could seriously give someone an injury with the force they stop the car at.
