I wouldn't trust anything that any part of the Obama Administration says, EVER. They've never let the law get in the way of anything they want to do so far, so why would/should they start obeying the law now?

It is 100% because the election is coming up that the EPA made this ruling. I'm sure they got pressure from the democrats that this was not needed at this time. They didn't want to lose even more seats in congress than they're already going to lose.
