The 16mm has a magnification ratio of 1:10 and minimum focus distance of under 11 inches. Adding a extension tube will allow you photograph at such close distances. 12mm is close enough.
Sorry, no, Nikon and any other camera manufacturers do not make "add-on" fisheye lens attachments for SLR camera lenses. Those fisheye add-ons are for video camcorders that accept filters only.
According to manuals of digital SLR's that could do videos: "In Tripod Mode, movies may be over- or under-exposed at some aperture settings. Before shooting, check the brightness of the scene in the monitor; if the picture is too bright or too dark, end LiveView and adjust aperture as necessary."
If you attempt to change the aperture while filming, you could break the camera's aperture lever. Make changes to the lens' aperture before and after filming, only. Any lenses will do just fine.
If I mount extension tube (12mm+) to this lens, will I be able to keep the focusing range outside the lens?
