She has a very petite figure (only 5'3) so her boobs look bigger than what they are, however even when she was in her teens she was always one of the more busty H!P stars. You'd be surprised at what a good pushup bra can do as well (you can even get ones with fake implants in them so its totally possible to go up a size etc- i know these things, i'm a girl :) ).

(As far as i'm aware) she's also never confessed to implants either.
