What I've been able to hear so far: First line: "This is crazy..."

Last two Lines: "She has a chance of winning" & "She's going to get in"

Now, due to the way this sounds, it's hard to tell exactly what he says, but this is what i have so far.

Those had to be some type of demon sounds. Everytime I listen to it it's almost like the words change. Not only that it makes your ears and your head feel weird. Either it's me or Akira is one scary master mind. Also if you think about it looking back through silent hill's past if try to put almost all the whispers together it sounds like they are at a meeting. It's almost like all of this was planned, it also sounds like each area still has a fragment of vocals that tell wat happend there.

At :09 you can hear "If I was him(or her) I would" and I think he says "cut" or cut something up or somesuch. They sound like some demons talking

And before :21 you can hear "no chance of winning"
