THE TRUTH: It all boils down to the specific (individual) cartoon/anime which you're talking about. Some Animes are bloody and sexual, while others are clean. Same goes for cartoons. Some have a winding plotline, others are very straightforward with little continuity. Same goes for Cartoons. END DISCUSSION.

@TheSaacGod I think the reason why we distinguish the two (besides the obvious country of origin) is because anime in general are more interesting. Most actually have plots. That's why some people consider Samurai Jack & Avatar: The Last Airbender anime. And there aren't any teen/adult cartoons here that aren't comedy (tl;dr no blood or sex unless it's funny or in a funny show), I'm guessing because comedy brings in more viewers than plot-driven cartoons or something over here.

On top of that the majority of animation fans in the west are adults who grew up in the 90's and appreciate good cartoon/anime story's. Japanese animation for kids is not widespread here at all... Kids here barely watch western cartoons and it shows with the lack of effort in making them. Marvel and DC still make dvd release movies by the way.
