Maybe they've been injured in an auto accident, on the job, have head injuries ect. and get prescribed medication to ease their pain, some of these pain meds are highly addictive and it "Snowballs" from their as a lot of the pain medications are opiate based. And not all these people use what little money they get to buy drugs, I knew a 70 year old man who lived on the DTES who never smoked or drank

@vermonofdeceit yes that's true, but some people are more prone to addiction than other people; when I lived in the DTES in the early 80's I did Cocaine, acid, shrooms, drank; I did this on a daily basis for nearly 5 years on the DTES but I didn't go through any detox programs when I eventually quit and didn't go through any withdrawal; on the other hand some people can get addicted the very first time they use "Street" drugs.

They don't choose to continue drugs, but their body and brains do
