Yes, it will take money to change these villages for the better, but in the long term it is much better to convert these places into Eco-Villages and teach cooperation to grow food for the community and basic trades and chores needed to make that village safe. At the end of the day, work is life and money is not important. It is getting people to work together on basic survival that is truly important and teaching them about natural medicines and benefits of certain foods and COMPOST TOILETS.
They don't need modern infrastructure. What you should be studying is Eco-Villages, and how to build from local materials and you should be teaching these people these basic skills. And you should be getting these villages organized so that they are self-sustaining places where all of their basic needs our met there. Water collection from rain water systems with purifying water systems in place , The answer is not to keep throwing money at people. People just need to be informed of another way
