Well Norris threw the fight. He knew Aina was in love with Shiro and didn't want to finish him off after he showed he was man enough to be her lover.

True that Norris threw the fight, but his mission objective was to destroy the gun tanks. When he lunches the red flare that meant that he is unable to return. Later he finds out that Shiro is Aiona's lover.
