WHy can't they help them improve their country by donating a creating better living areas for them, schools and activities. There is so much money in Saudi Arabai, Kuwait, Dubai.
It is called charity, which I know some Arabs practice, but if more would do so, more of their people could be helped helped. For the communism comment I would recommend reading Marx, to understand the difference, but then again it may not be a bad idea because if you check CUba they all have and education and they all get medical benefits and a place to live.
