@IdoDarklyCute it's a complete satire. Koizumi fights Hitler, the Pope, FDR Stalin and Churchill in the manga at various points. It essentially mocks everyone relentlessly. Real life Koizumi was actually a very silly Prime Minister and infamous for having none of the stereotypical reserve that Japan's politicians are known for. Playing him dead straight in the manga is just as much a part of the joke.
