The Pell Grant Program is a federal program, as well as the subsidized and un-subsidized loans. They should both be controlled at the federal level. It's a good thing that they're raising the amount given out in Pell Grants, so as to accommodate the ever-exponentially increasing inflation rate (Canada's dollar matched and surpassed ours on Thursday), as well as the yearly tuition hikes.
