If they are using suicide bombers, it would be likely that the children would die in the blast anyway. When it comes to fighting an enemy, usually the priority of your own soldiers lives is greater than that of the civilians. Not to say that Israel doesnt try to reduce civilian casualties, such as the leaflets and phone calls to try and reduce civilian casualties. The IDF spokespeople have been doing a great job thus far, but as of late I think they've faltered in rebutting to what the media states to the Hamas mortar team that was hit a couple of days ago and the UN convoy that was hit, which, as usual by the UN and international media, is automatically blamed on Israel. The latter I find strange since the IDF was blamed in hitting the convoy with tank fire, but apparently the dead and injured suffered from bullet fire which aren't tank shells.
