Wendy's Chili is made from the charred beef that is no longer servable to the customers, they put it in a tray which can sit for up to 6 hours in grease, then they take it to the back put it in a bag, throw it in the freezer and take it out for chili the next day.

i know this becuase i worked for Wendy's before
