its a thin layer all over

Shes means 'wash' as in the eyeshadow

Well what she means is dip your brush in water and then in the eyeshadow. Then apply to your browline which is a wash, and then another wash to your eyelid. So basically a wash is a wash of eyeshadow and water. So yeah pretty much you've got it. Just make sure your applying the eyeshadow too.

sometimes it's the quality of the eyeshadow. When I use more of the drugstore type it doesn't look as great as like MAC or Nars

some don't spoil when you wet it. but those that do.. kinda crust over and you gotta like scrape it off x___x". so i guess your best bet is to test it on the side of the shadow.
