You can't really compare Japanese cosplay and American (Assuming, you are American.) cosplay, because it's two different cultures. One where anime, cosplay, and all that pizazz originated, and one where it did not. Seeing as Japanese people have stores specifically for cosplay, and Americans don't, there's quite a difference between where cosplayers can get/make their cosplays (with all the right props).

For your last question...eBay for headbands&kunai&shoes&shuriken­, but the costumes are usually bad quality, so make your own, unless it's intricate.

I meant from stores, not individual sellers. >.> Those are usually crappy, because they mass produce it, which makes it crappier. But, when it's not mass produced, from not stores, it's typically better. It's very hard to find none mass produced cosplays, at least for most people...
