It's sticking to him basically. You get past that one by surviving till the time runs out, not by shooting her.

That's actually one of the easiest Spell-Cards in the Extra stage. Once you learn how to avoid the beam (which is really easy), the spell card is cake.

Nope, these are PC-only, but the shooting game you are *probably* talking about is Ikaruga, for Dreamcast.

You'd order it at a place like Himeyashop or Paletweb (online), or you could download it illegally. Though, I'd really recommend you buy it, since ZUN did make these all by himself...
