Councilman Ochoa is trying to pass a city Ordinance that will shorten the amount of time Jacinto City citizens are allowed to speak at town meetings. They are currently only allowed 3 minutes to discuss problems addressing the city. The Ordinance also tries to enforce what Jacinto City citizens, can and cannot say at these meetings. I wonder if they will be allowed to speak about his subordinate behavior?

No, Ochoa was not abusing his power. The video shows him repeatedly asking for a sobriety test and requesting that the policemen just do their jobs.
And enforcing procedures (Robert's rules of order) is actually a very effective way of running meetings, which is why that format is used everywhere.
