The second girl needs a little more appropriate swimsuit bottom if she is a teenager. Just because she is in a pageant, doesn't mean that she can dress inappropriately. I wonder if her mother actually just let her wear that.

At 16 you can drive and legally say yes to a sexual encounter. Statutory is for under 16. At 18 you are a legal adult and can sign most documents and enlist in the military. At 21 you can drink. Did you chose 18 just randomly?
