We've got Nemsis, Mr. X, and the two confirmed dispatched to deal with the United States Special Forces Operational Detachment Delta (US-SFOD-D) Unit that was deployed into the city (Going from the canon, not UC, DC, or ORC), plus whatever else they sent in.

Nuclear radiation creates ailments similar to the T-Virus (Radiation Poisoning). Plus, the tissue is already dead and therefore the cells can't be poisoned/mutated by the radiation. To truly delete the virus from the earth, the best thing to do would be fuel-air bombing Raccoon City and the entire surrounding area.
@cody7799 From what I remember (vaguely) radiation is so toxic it stops all cellular activety, and kills any organism, perhaps including viruses such as the T-virus. But who knows, CAPCOM has yet to touch up on the issue involving what kind of missile(s) was/were used in the destruction of Raccoon City. But every installement has their own variation of its destruction. :P
The T-Virus causes the rapid revitalization of those cells. Even if infected with a biohazardous infection; it will pretty much be immediately cured. So T pretty well nullifies radiation.
