torque as well as horsepower gives you a good quarter mile, and low cubic inch engines do not have good torque.

Sure capacity can restrict you somewhat but that doesnt mean you cant go fast with a small capacity engine. Take a motorbike or rotary for example. Small capacity but huge potential none the less. Small capacity engine just need to rev more (do more work).
