we shouldn't blame them for everything. maybe there boss wants them to do it. on the other hand, if they depends totally on their salaries they wouldn't be able to support their family, possibly they would die of hunger.
He is not wearing a helmet- that's why he got pulled over. The police are encouraged to enforce the law and take the citizen's money. It's just the way it is.
