I think 1990 it was higher because they used special fuel. The driver in the McLaren at the start was sleeping. That's it!
Mclaren produced about 690hp, Lotus about 685hp. As both transmitions were manual, the acceleration's difference is due to drivers' ability on changing the gears, in my opinion.
McLaren used a V12 in 1992, but it wa no match for the Williams FW 14B with the Renault V10. If you think about it, Renault are the only team to reach the top in in F1, drop out (calling the engines Mecachrome) and return to the top. Honda dropped out (re badged as Mugen engines) and returned but can't get it right. Buttons win at Hungary was a one off. They never recovered from being reprimanded about that extra fuel tank section. Button should have went to Wiliams.
The Brawn GP is an entirely different car, since it is powered by a Mercedes engine, one of the most powerful on the grid. Plus, the Mercedes engine had a lot of usable mid-range power that the Honda engine lacked.
Every F1 fan already knew that the Honda F1 engine was one of the weakest on the grids. Since there was a development freeze on engines, 2009 Brawn GP would have been a mid-fielder that was held back by the crappy Honda engine.

the V12 Honda was tested during 1990 and ready for the first race in 1991 (GP USA Phoenix) and he did it with a victory! consult your books if you don't believe. on the internet you will find the whole documentation.

first race of HondaV12 was GP USA in Phoenix 1991. And Senna won it! Last race was in Australia 1992. And Berger won it!

at the start max hp isn't the issue, it's more about the power curve. in the vid it's evident the McLaren driver did react too late.

the last year TURBO engines was accepted in F1 was 1988, so actually the Lotus is the TURBO and the McLaren the NA.
This is why Lotus accelerate faster, turbo engine.
