I would say your bird is likely startled from being handled, I had a bird that would do this when I trimmed her claws. If this was normal and the bird liked this he wouldn't be struggling when you handle him. And wet from a hot day... birds don't sweat. Budgies come from the hottest areas of Australia and can handle the heat. It's probably from excessive handling. Please be careful with your budgie and remember they aren't really meant to be handled.

@DarkHeartEzio You're wrong, parrots in particular either love or at least don't mind being on their backs. It all depends on its personality and the level of comfort it has with its human. There's even an entire breed of parrots that sleep half of the time on their backs (and when they want to get your attention); it's quite startling when you see it for the first time.
This is called a Catatonic state, just as sharks do if you flip em over as mentioned in the other comment. Don't worry at all, this is totaly harmless to your Budgie as you are doing it and in controll. Where you to leave the bird in that state is would be different, or if it happend randomly but that is clearly not the case here.

I got my other budgie when he was just a baby, therefore giving him plenty of attention increased his trust towards me. When they are out of their cage, they tend to fly around a bit, but they allow me to hold them. Also, clipping their wings can prevent them from flying away.

@nicollettePerfect Both of our birds have clipped wings, meaning they can still fly, but not as much. Our older budgie (which we have had since he was 6 weeks old) is still very tame when he can fly normally, so again, they have to trust you.

Yes this is cute but its not because the budgie likes it. The budgie gets numb and can't move unless if they use a lot of energy or you move them. Think of it as the fact with the sharks, if you flip a shark over on its back, then it will be paralyzed and will sink to the ocean floor.

He didn't mind playing dead but for now, he is retired (it was a one-off!). When Beans did play dead, he got a lovely treat of Millet Seed after each go. If he didn't want to play dead, he wouldn't have. ;-}
Flappy (Bean's best mate) and Beans are currently chirping away while I type so don't worry, they are happy, chappy budgies!
You really have a way w/birds. He shows an amazing amount of both trust and spirit of play with you, to go along with such a trick. The more of these vids I watch, the more I see budgies as real clowns. Like some parrots, there are those who just love to push their little envelopes! --and perform at the utmost edge of what they can learn. Also I am seeing vids of keets who have a larger repetoire of human vocabulary- whole phrases and sentences- than any parrot I've seen!Wonderful...
