When you are using the vacuum the cage does not move around, If you keep using the same bag (that is) if you just dump out the bag the bag will eventually get holes in it.
The trash bag will collapse but the cage keeps it from blocking the intake of the wet dry vac.
Most newer Ridgid vacs allow for disposable filter bags, that are quicker and easier to attach & use. Just a thought.

The cage sounds to be metal... wouldn't it penetrate the plastic trash bag when you pull it out?

You need the cage (basket) so the plastic trash bag does not get sucked into the motor (vacuum)
