I also couldn't pinpoint why everybody said that voldemort killed diggory when it was pettigrew. The first answer that came to me was:

1) Everybod believed pettigrew to be dead, so that harry arrives saying that he killed cedric under voldemort would have made him even lees credible in the eyes of the public.
