In this case, this clip is American colonial propaganda because it basically seeks to convey the idea that the "progress" and "development" of the Philippines seen here owes themselves to the Americans, thus justifying the American occupation of the country. Nothing in what I'd written before suggests that I'm conflating its meaning with that of "commonwealth".

The commonwealth system gives us the chance to gain our own independence when the time comes we become economically self sustaining, like China's Hong Kong is given up by the British. The only problem with this system during its time is that the Americans stick their noses in our culture and traditional way of life, which eventually becomes our "Colonial Mentality".
