I can see how  you would feel very upset. Canada designed a circumstance with predictable results. I understand why you have this point of view but it seems to me that you are under informed about native americans. I think the harsh realities of natives lives in canada is a reflection of the tragic history that many of the people are still bitter and angry about. This is why you see a narrow minded hatefull view towards the canadian government and in many cases it is justified.
