I'm sure she knew about the flag, but in both the anime and manga he's represented with the Union Jack. Even though it's canon that his brothers, the rest of the UK and Ireland, exist they don't have official characters yet. If/when Himaruya does give them official characters, I believe he'll use the Union Jack for all of the UK. :)
