It doesn't take any skill to do either, no scoping is 100% luck because the bullets just fly wherever they want to in Cod games, and quickscoping is just pulling the trigger when the scope crosshairs come up instead of taking your time and planning the shot; as long as your "hipfire crosshairs" were on the guy before you scoped in, it's a done deal, so no it is not skillful.
