It's all the more remarkable seeking that Al-Qaeda didn't even exist before Osama Bin-Laden found out that was what the American press was calling him and his loose group of associates who didn't even have a formal organization at all as of 2001. The US not only paved the way for Al-Qaeda and funded its predecessors when they fought against the USSR, they also gave Al-Qaeda its identity.

The Cold War never ended. The USA insists that it keeps losing. The USSR won because they got out first. Russia is now on the rise after overcoming the initial hurdles of rebuilding their economy.
When the USSR left, the USA realized it had completely screwed up its economy and the only thing left was the military-industrial-complex. The USA can't compete on a level playing field in a non-war economy.
A century of war is the economic plan for the USA and you can't beat terrorism. Perfect!
