Carter's not president anymore so how could he possibly arrange a surrender ceremony?! Bush wouldn't recognize it as he was president at the time that this movie takes place!
@girlgarde The movie takes place during a range of time-periods...at one point one of the three "spirits" (i.e. General George Patton) takes him to 1938 Nazi Germany.
