It’s my opinion the health benefits of switching from smoking to snuff as a harm reduction tool is obvious (Adjective, ob-vi-ous | self evident). Unlike setting fire to tobacco and getting the smoke to deliver the nicotine (and carbon monoxide), snuff is free of carbon monoxide, and tar. Since it can’t be inhaled into your lungs, I’d think its obvious there’s no risk of lung cancer, and other nasty things like emphysema, or chronic obstructive pulmonary disease, caused by smoking! #justsaying :)

The European council is made up by the governments (Heads of state/heads of government) of states which are members in the EU. People there were given democratic legitimacy in order to do so by being elected. So i don't know how the "people of Europe" don't have a part in this.
