What is the time that you boarded the taxi? If its after midnight, there's additional charge as well. There has always been an additional charge when the taxi picks up from Changi Airport, nothing really new as its been like this all the while. The journey seemed to take you on a desolate road, but Changi Airport is situated in a really out of place location. If your journey time was close to midnight or so, it is normal that the roads are that quiet. Cheers

my son knows about taxis, he said they charge a booking fee from the airport as there are airport staff helping you to flag the taxis. i agree with him.
