Civil Emergency Message: North Dakota

This particular C.E.M. didn't seem particularly necessary{and yes, I know it's fake}. Why do you suppose they would issue one unless a major industrial accident or something similar?

I've observed that the state of North Dakota is strange when it comes to road closures and CEM's. Most other states either issue these types of notifications as Local Area Emergencies (LAEs), or do it on a very infrequent basis. The reason that North Dakota does this is beyond me though.

However, this is a significant closure of 300 miles of major highway, so one could make an argument that this seriously affects and endangers the lives of many people. As a result, it may justify a CEM.
