He uses enamel base paint and glossy card. You have to use enamel as it acts like a sealent to the glossy paper. and the glossy paper for the anti porous surface so the card would not absorb the paint before you can do anything with it.

actually it works pretty well. you dot need high quality paint to do that effect. he actually is using 99 cent walmart paint. i recognise the cans because i do this too. just not as good =]
he uses regular posterboard, the shiny side, magazine paper, and the reason his paints dont mix and he can just cleanly peel off a layer of blue and leave red orange and black is because hes using high quality paint, if he tried to do the same things with cheap walmart paint they would look like crap
