Most smaller sound stages in UK like Top of the Pops, BBC are not equipped for singers to perform live; therefore, they're asked to lip sync. In fact, if you look at Madonna's track records, she sings live most of the time in bigger venues like the Oscar, Grammys, VMAs, etc. In terms of Gaga, she does tend to start the performance with a live piano piece, but once she starts dancing, she also lip syncs and/or sings to a backing track.
